[pygeoapi] PSC vote: Approve Travel Cost for OGC/OSGeo/ASF Sprint attendance

Dear pygeoapi PSC:

This is a motion to approve up to 2 pygeoapi developers to travel to the
joint OGC/OSGeo/ASF Sprint in Évora, Portugal on 26-28 February 2024 [1].

The budget to approve is $3900 USD and will cover travel expenses.
