[pygeoapi] PSC vote: approve travel cost for FOSS4G Europe

Dear pygeoapi PSC:

This is a motion to approve up to 2 pygeoapi developers to travel to the
FOSS4G Europe event on 01-07 July 2024 [1][2], to provide the Diving into
pygeoapi workshop as well as the pygeoapi mid-year update presentation.

The budget to approve is $3900 USD and will cover travel expenses.
