Hi everyone,

I went through the document and could not find anything wrong with it.
I dislike the +0, -0 (there was an old bug in ArcGIS becuase of this),
but I get the idea. I would just add a procedure for the
carroection/expansion of these guidelines. This could go as bullet
point in the "When is a Vote Required?" section. Some like: ".
Modification or expansion of these guidelines."
