[Pywps-dev] change in release policy

Hi to all

We (me, Luis, Tom and Carsten) are in the Bonn code marathone and we would
like to propose (for voting) the following  relase changes

- Develop should be merged to master

- We tag maor and minor release from master branch and  if needed we have
banches for bug fixing
