[Qgis-community-team] Edited preamble.tex

Otto,

I'm running ubuntu, by the way.  It ended up being easiest for me to
checkout the source, do modifications, and do frequent rebuilds to
verify the results.

I spent some time hacking on preamble.tex - i've attached the result.
Let me know if you think this is too much modification and I'll back
off a bit :)

"make html" isn't working here.  i didn't spend much time looking at
it... any known problems here?
