It happend already once for 0.9.0 or 0.9.1 :-) and the procedure to make this
true regularly is documented at the DocumentationReleasePreparation wiki page. 

I also hope we can make it possible in the future, but I expect it won't be for
0.11 or 0.12, because there is a lot of work to restructure the current manual
before we can start to add all the new features with usage examples from 0.10
and 0.11. Tara is the manual lead and the plan she has in mind focusses on the
1.0 release, I think.
