Hi Paolo,

in the footer of website and docs we state:
If not stated otherwise, all content is licensed under Creative Commons
Attribution-ShareAlike 3.0 licence (CC BY-SA)
with is a link to:
http://creativecommons.org/licenses/by-sa/3.0/

http://qgis.org/en/docs/index.html

not sure if this also counts for the data though.

if we want to make this more explicit, please add a license file to the
zips.
