Hi,

the manual is FDL 
(see http://www.qgis.org/de/docs/user_manual/appendices/appendices.html) 
-> Section GNU FDL

the qgis_sample_data includes free data as described here:
http://download.osgeo.org/qgis/data/ and they all have their own license.

for the training_manual_exercise_data.zip I don't know. Maybe we can extend
the README here http://download.osgeo.org/qgis/data/README.html ?

And for the rest, if not stated otherwise, all content is licensed under
Creative Commons Attribution-ShareAlike 3.0 licence (CC BY-SA) - as Richard
cited from the footer.

So, if you want to have the training manual under CCBY 4.0 I would suggest to
add a note about it into a seperate section of the document.
