The 'maps' one is supposed to show of the cartographic/styling
capabilities of QGIS. So there it should only show a plain (but
beautifull) map without gui items.
While the 'screenshots' are there to have some nice views of QGIS
dialogs (it started of to be a group to have screenshots for the
different members of QGIS family: desktop, server, android etc).
Often off course there is also a nice map loaded in it ...
