[Qgis-community-team] Give Håvard Tveite comit right

Hello,

In the past 3 months (or so), Håvard Tveite proposed some good
contributions to the QGIS documentation repository, see [1]. I think he
showed good knowledge of git, QGIS and QGIS documentation guideline.

Consequently, I would like to ask to other QGIS Doc commiter their
opinion to give read/write access to the QGIS doc repository (+1,0,-1)
before friday, lunch time.
