[Qgis-community-team] Changelog (english) in website, plz check

Hi

Just to agree with Richard here, once we pull it once from the changelog site, let’s just work against the RST after that to avoid excessive hoop jumping. Thanks Richard, Harrisou, Frank, Salvatore and others who all pitched in!
