[Qgis-developer] Debug messages on Windows

If you are building yourself you need to enable the section with
debug_and_release in settings.pro. If you are using the setup from the
testbuilds dir on qgis.org, you need to get the debug version from
there. I think Gary has not uploaded a debug version with the last
snapshot he made.

Gary can you build and upload the debug version?
