[Qgis-developer] I18n in 0.8

Hi,
I stepped on problems when using non-Ascii characters and creating new 
Vector layers, both in file name (should be fixed now), but also in 
attributes and fields.

I think I have a solution - just need to test it :-) - is it to late to
check it into svn? I had to add a parameter to createEmptyDataSource().

The option to create shapefiles is also present in delimited text 
plugin, and I fixed it there previously. It would be good if this could 
also come into "New Vector Layer..."
