Hi Tim,

some time ago (when getting CMake to work) I've managed to build GRASS
using msys, I can take a look on it again.
Regarding Postgres, I've found out that it's easier to use pre-built
binaries than building them by myself:
http://www.postgresql.org/ftp/binary/v8.1.5/win32/
