[Qgis-developer] Latvian translation for QGIS 0.9.1

Hi Maris

Many thanks - I will apply it in time for 0.9.1 release. Regarding
your comments about wiki translation issues page, these are certainly
things we should address. Hopefully someone will volunteer to go
through the whole codebase and normalise the strings.
