[Qgis-developer] GRASS support in MSVC build

Hi Folks

I encouraged Jürgen to go ahead and commit this since the changes are
localised to MSVC and puts our MSVC build more or less on feature
parity with MINGW build. It will be very interesting to start doing
some benchmarks soon and see how the mingw vs msvc builds perform
against each other.
