[Qgis-developer] Rotating Vector files by a specified angle

Hi All,

I was wondering whether a vector file or more specifically an
individual feature can be rotated according to a specified angle in Quantum
GIS.
I tried searching for an answer but found nothing.
If it is possible then how?
