 I think if you don't allow joining of map layers with arbitrary
tabular data sources then you'll not handle a lot of useful use cases,
such as shapefile to CSV data.

If performance is an issue in a particular case, the user could have
the option of saving the map with the joined attributes as real
attributes to a new shapefile/postgis table/ whatever.
