[Qgis-developer] qgsAffine

I've been working on bugfix for qgsAffine. I think now it's more user friendly as 
it asks the user to start editing if the layer is not editable and the bug 
with the extents was partially fixed in QGIS 1.0 
I hope it's working ok now.
As usual I've uploaded it in the default repository so you should see it in 
the plugin installer, but I had a problem with my older plugins in the repo so 
now we have 2 qgsAffine packages in the repo. At least the user only sees one.
