[Qgis-developer] layers order patch

Hi,

some time ago, there was a discussion about a problem of getting list
of layers as they are present in Layers list (exact order). We'd like
to use such functionality in our MultiQML plugin too, so here is the
patch. Can one of the developers review and apply or let us know
otherwise.
