Hi,

it seems that from PyQt4 there's support for Python 3, so with some
tweaks it will be probably possible to run also QGIS 1.x with it. I
think after adding support for Python 3, QGIS will support compilation
with either python 2.x and 3.x. Once python 2.x will be considered
legacy, we'll continue to support only python 3.x.

It has been already said, the changes between v2 and v3 are not that
great, so I would recommend to start learning python v2 as it will be
around for several more years.
