On Windows that is, if you use MinGW.  The "official" builds use OSGeo4W
dependencies and Visual C++, which doesn't have the problems you have hit.

The MinGW port is pretty much unmaintained.  As is the build documentation -
checkout ms-windows/osgeo4w/package.cmd for "instructions" how to build with
Visual C++.
