[Qgis-developer] plugins/providers are not libraries

According to the referenced commit in the bug:

"fix windows build by cleaning up (dynamic) linkage and some warnings"

Apparently, the qgisgrass library included a duplicate of the provider source so that it would have the methods needed by the plugin, and it seems Windows didn't like this.
