 Perhaps, using a qml file based on your colour palette (csv) would do 
 it?
 Please try one of the attached qml files:
 - GRID_CODE.qml for classification of colours in function of the grid 
 code (1-44)
 - CLC_Code.qml for classification of colours in function of the CLS 
 (111-523)

 Unzip the attached file.
 Open QGIS
 Load the Corine raster
 Open its properties dialog box
 Set the Style->Color map to 'Colormap'
 In the Colormap tab, load the CLC_Code.qml. You should have the labels 
 displayed alongside the colours.

 Does it work for you?
