[Qgis-developer] Request for a wiki account

It's not clear from the wiki itself how an account for the wiki
should be requested. This mail is for both requesting an account
for me and signaling the lack of such information.

I'm thinking to use the wiki to draft a design of a toolbar
for editing postgis topologies, as per
http://hub.qgis.org/issues/3483#change-26022
