[Qgis-developer] Add a simpler default setting for a fresh installation

 ok - I am not strongly against it. It really depends on the map scale 
 and projections one is working at. I only use one projection and very 
 large scales (street or community level). I usually print north arrow 
 and scalebar on the print layout. On the main QGIS screen they usually 
 get in my way. But I can always override the setting - so not a problem.
