While I think that is a good idea in general.  I don't, personally, think
it applies in this case.

- Vector Layer Generalization for QGIS
 From what I understand of the proposal, it will be a more lower level core
QGIS thing.  Implemented at the rendering/fetching level into to speed up
vector layer drawing.  Not really a post process step.

-QGIS tool for vector data merging
This should be more core IMO too. While I love SEXTANTE, and what is being
done with it, I don't think this is analysis per sa.  IMO it would be
implemented in core C++ and have a public API in order to wrap it into
a SEXTANTE plugin in Python.  As QGIS already has a semi-decent merge tool
I don't see this proposal as a lot of work - mainly merging of objects
might be a problem.
