Sure, you are welcome to apply for a summer project (given that OSGeo
will be accepted and thus QGIS will participate under its umbrella).

Keep an eye on the wiki page with ideas - I am sure that more ideas
will be coming in following weeks. Of course you are free to come up
with your own ideas for a project - at the end it is always better
when you work on something you really care about, right? :)
