[Qgis-developer] GDALTools plugin inactive by default?

Hi all.
So it seems that all the plugins are inactive by default. This makes sense, as it 
presents a cleaner interface to a newbie, but it makes difficult to find what is 
perceived as an hidden command.
Are we sure this is the best option?
