[Qgis-developer] QGIS Server official documentation

Hello,

I've just added a chapter about python plugins for QGIS Server to the
cookbook, I've also merged most of the informations available on the wiki
into the server chapter in the user manual.

The idea is continue to use the wiki for user-contributed informal material
such as:

* configuration examples
* tips and tricks
* user experiences / use cases

and use the manual as a reference with the complete list of supported
parameters (vendor etc.), env vars and installation instructions.

To avoid unnecessary duplication of informations, the reference material on
the wiki will be eventually removed.
