[Qgis-developer] Add feature to QGIS LTR core plugins

Hi devs,

I just made a Pull-Request to add a feature to DB manager.

Add the ability to update SQL Layer (to tweak the query)

I'd like to know what is the official ways adding features to QGIS LTR 
core plugins ?
My customer will be happy to see it in release-2_14.
