<p>This may be a good case where you can set up your own local plugin repository.</p>

<p>Maybe there is a Czech FOSSGIS user group that can host it.</p>

<p>Hosting a QGIS plugin repository only requires a webserver with an XML file and the plugins as zip files. It is really simple to set up.</p>

<p>And it is very simple to add an additional repository to the QGIS plugin repository. Just add the URL and your done.</p>

<p>Many larger organizations have their own in-house plugin repositories.</p>
