It's hosted in the US - so I'd think it's not the quickest for Europe.

<p>Ah. I always thought these would offer additional packages not
distributed via the main osgeo mirror.</p>
<p>If they are simple mirrors it would be good adding a redirector,
that automatically routes download requests to a fast mirror. But
I must admit that this is out of my comfort zone.</p>
<p>Another idea would be to use an existing CDN. KeyCDN apparently
offers free CDN accounts for open source projects. If there is
interest I could get in touch with them and ask

qgis-pdb-3.8.3-1.tar.bz2 is outdated BTW and not hosted on the mirrors anymore.
For qgis-pdb-3.10.0-3.tar.bz2 I get ~7.50 MB/s from norBIT (Hetzner, Germany),
~7.92 MB/s from oslandia (France), ~4.48 MB/s from ftp OSUOSL (US) and ~1.26 MB
from download.osgeo.org (also hosted be OSUOSL) from here.
