have you updated all the installed OSGeo4W packages to the latest
versions using the OSGeo4W Setup?<br>
Some issues that could lead to the "Could not load qgis_App.dll"
error in particular systems have been recently fixed in the latest
version of some packages.<br>

Otherwise, in this cases checking what's wrong with the DLLs is
needed as described in
