[Qgis-psc] HF budget

Hi all.
We currently have 5231,69 euro, and more should be coming. I guess that
as usual most of it will be used for the next HF. Please let me know if
you have any special priority. My view is that we should increasingly
support all developers that wish to participate. In the longer term , I
hope we'll be able to cover all the expenses for every dev.
