[Qgis-psc] migrating plugins

Hi,

I agree with gmanghi because I think that most contributors are either not
following communication (anymore) or have no time to bother. I'd suggest
migrating everything and sending a notification that if anyone is not happy
with it, the plugin can be removed from the new repo afterwards.
