Good question! They should simply ask permission from the PSC as I have
done. If we / Otto think it is suitable (e.g. A german language podcast)
then I see no problem to approve it as an official podcast.

Will the podcast be sufficiently under control of the PSC (with Otto as a
community manager making the decisions)?

Yes - I will place all the account details for the podcast related twitter,
Facebook etc. Accounts into the PSC keepass. Only the libsyn account will
remain private to me as it is linked to my company credit card. It can
easily be replaced with a new account if I ever get hit by a bus...
