[Qgis-psc] Postpone the AGM to Bonn

Hi PSC

So I have just been discussing the Verein / Board procedures with Andreas. Based on feedback from Vincent (thanks Vincent!) we would like to postpone the AGM event to Bonn. Things are too rushed at the moment and there is quite a bit of communication required so that all the stakeholders understand what is going on. So the plan is:

* Continue with the Community Voter nominations as planned (per my latest email), deadline end next week
* Continue with the board elections electronically as planned but can happen post Girona
* Hold the AGM in Bonn where the voting members will approve the budget and year report and the Verein moves forward with all pistons firing
* The Girona Town Hall meeting will go ahead in an AMA (ask me anything) format and we will drop the 20minute AGM session that was going to start the town hall meeting
