[Qgis-psc] Draft call for documentation contributors

Hi,

And we already have a first contribution. Youhouuuuu! Was the blog post
announced on mailing-list (i mean user and community's)?

For those who would like to manage/integrate in the sources text submitted
by new writers, I created a "Prose proposed" label to use to tag/find the
issues that are concerned.
I also wonder if we should ask writers to provide "almost" plain text as a
GitHub comment instead of pdf file? or that would raise again the barrier?
