[Qgis-psc] Resource sharing and other plugins

Hi all,
during the latest PSC I understood that the plugin is in core. At closer
look it seems thta the commit has been reverted, and the PR is pending[0].
I seriously think this should go into core, if someone is able to
maintain it, and after a review (I understand this has been reviewed
already by several core devs during the GSoC).
Opinions?
