That is too easy Matthias.

As said: we already have 30% potentially (sleeping) spam accounts now.
If we stop local accounts, but remove the mantra, then a spammer can
create an account in the OSGeo ldap. And the problem has just moved...
Too easy to make other responsible for our problem.

Any other idea?

I think the mantra thing just works. Not sure if you see those, but it
is actually just a couple per day.
