If a) the possibility to move issue tracking to a managed platform is
excluded and b) the possibility to have a mantra-less osgeo signup
procedure (*) is excluded, I'm quite happy with what we currently have
on redmine and would propose to stick to this. We can dedicate the
resources which currently handle mantra-ing to jobs like blocking users
which have been identified as spammers.
Without having exact numbers, so far I'd say less effort has been bound
to cleaning up and blocking compared to answering mantras.
