[Qgis-psc] Github sponsorship

Hi All,

After 4-5 of months discussion with stakeholders in a private repo (I
was there for QGIS), last month GitHub announced that they now support
sponsoring for organizations [1].

Today I submitted QGIS.org to the waiting list. as soon as we'll be
accepted I'll update the sponsoring button (that currently still only
points to https://qgis.org/funding) to also allow "real" GH donations.

From that moment we'll be able to track how much comes in directly from
that channel.

please note that Sponsored organizations are not eligible for GitHub
Sponsors Matching Fund [2] as this is for early-bird individual
developers that subscribed before 1.1.2020 only.
