[Qgis-psc] Grants 2020 preparation for voting

Hi Lene,

Each voting member had six votes and could vote for six out of the eight
proposals. At the end the proposals with most accumulated votes won. As
opposed to the last time, there is no "weighting" of the proposals this
time.

Can you clarify what you meant with "only a smaller amount could be chosen"?

If we would allow all the proposals to be voted for (e.g. 8 out of 8) the
voting would not help PSC with the decision which of the proposals should
be accepted and which not.
