<p>I'm not against option 3 but I was voting for
option 2 for the following reason: If the applicant
is not a user group, then a user group and the
reviewer check that everything is in order. However,
if the applicant is a user group and we still want
to have two parties that look over the application,
then reviewer and PSC seems like a natural approach.</p>

I would be good for option 2 - I
dont think the PSC needs to get
involved unless you want to defer
to them for advice. For me that
follows the Principle of Self

allowing user groups to join
the certificate program and
I'm not against that.</p>
<p>So I assume we all agree
that user groups can apply.</p>

<p>For the review, however, we
can't apply the normal
procedure and need to decide
how to come to a decision.</p>
<p>Here are some options. I
prefer the first one.</p>
<ol

<li>Applications of official
User Groups will be
immediately accepted by
the reviewer. User Groups
by definition contribute
to QGIS and we can assume
that given the expertise
in the group the course
materials are of high
quality and up-to-date.</li>
<li>After application of a
User Group they are asked
to provide course
materials for review. PSC
takes decision based on
advise from reviewer (in
the normal procedure a
User Group takes the
decision and if there's no
User Group, the PSC takes
the decision based on
advise from the reviewer).</li>
<li>Same as 2, but reviewer
takes the decission
without involvement of
PSC.</li>
