[Qgis-tr] how to add a Chinese branch of the user guide

Hi,

Does an osgeo account mean a "OSGeo Userid"? I just create a new userid  
"wbprime" whose fullname is "Elvis Wang" and email address is  
"wbprime at gmail.com".

I am not sure if it is OK.
