[Qgis-tr] Call for String Freeze!

Hi Arthur!

You always have the possibility to clone QGIS on github .. grant your
translators access to your Clone .. collect all translations there ..
and once you fell there are enough translations make a pull request on
the main QGIS repository ..
I think at least the Japanese language is managed like that ..

It's just a matter of learning a bit of git ..
