[Qgis-tr] Norwegian (Bokmål) Translation

Hi!

You are more than welcome to take Norwegian ..
I was once asked to create the Norwegian translation file but never
got a response back ..
So it is orphaned and you can take the leadership in that place..

We are currently already in String Freeze and only Bugs typos or wrong
information is fixed upstream .. so that is a perfect time to start
going ..
It will surely take some time to get 2.0 ready so I assume you would
have about 2-3 weeks to go as far as you can ..

If you need help or have a question it best you write to the mailing
list here so that others can jump in too ..
