I'm not sure I explained the problem correctly. The excerpt in my
ts-file is like this too

     <message>
         <location filename="../src/ui/qgisapp.ui" line="2929"/>
         <source>Layout Manager…</source>
         <translation>Taittojen hallinta…</translation>
     </message>

and if I run lrelease qgis_fi.ts I get

Updating 'qgis_fi.qm'...
     Generated 18624 translation(s) (18624 finished and 0 unfinished)
     Ignored 8580 untranslated source text(s)

(so, no errors)

But the menu shows "Layout Manager…" instead of "Taittojen hallinta…".
If I take the qm-file from the nightly windows build, the menu item is
correctly shown as translated.

If I change the the "…" in the tm-file and in the ui-source to "..."
(three dots) and run the lrelease again, the menu is shown with the
translated string. Both tm-file and ui-file are utf-8. My Qt Linguist is
4.8.7. So, I believe my Qt Linguist is somehow broken??
