[Qgis-tr] Publication of the translation of the strings and documentation

Hi Stefano,

Just pulled all translations from transifex and pushed to github:

https://github.com/qgis/QGIS-Documentation/commit/69b7efbba1295b375b0421c1fcc6d17888afc432

With this fresh translations in github, it should be pretty easy now to build current version.

Please try: 
https://github.com/qgis/QGIS-Documentation/tree/release_3.10#building-the-documentation

And let us know if you have troubles
